THE PROGRAM "PROJECT MANAGEMENT AND SOCIAL BENEFITS" STARTS AT THE UNIVERSITY OF RUSE
Today, March 31st, 2025, the University of Ruse launched a Mixed Intensive Program "Project Management and Social Benefits" (BIP 2024-1-BG01-KA131-HED-000221430-2 PROJECT MANAGEMENT FOR SOCIAL BENEFITS), coordinated by Associate Professor Daniela Yordanova, PhD, lecturer at the Faculty of Business and Management. The event was opened by the Vice-Rector for International Cooperation, Associate Professor Galina Ivanova, PhD and Milena Bogdanova - Chief Expert at the Erasmus Office of the University.
This week, in-person training will be held, after which the students will continue to work online in international teams to submit finished projects for project management that bring social benefits and are related to social entrepreneurship solutions in a month. This practice is not new for the students of the University of Ruse, who have repeatedly participated in similar projects at partner universities abroad, but it is the first one organized by the Faculty of Business and Management. In the group, 32 students from 6 universities from Poland, Lithuania, Latvia, Romania and Serbia will work together with their colleagues from the University of Ruse. The program is aimed at acquiring additional professional knowledge, building practical skills and promoting students' communication in an international environment and is funded by the Erasmus+ program of the European Union. The program will include lecturers from the Faculty of Business and Management of the University of Ruse. Associate Professor Alexander Kosuliev, PhD will clarify the problems of social capital and social networks, Associate Professor Daniela Yordanova, PhD will lay the foundations of project management, Associate Professor Emil Kotsev, PhD and Associate Professor Daniel Pavlov, PhD will present to the students the aspects of social entrepreneurship and will catalyze their creative potential with many practical examples and tasks. Practical training is also planned to introduce students to project initiatives that bring real social benefits, which will be conducted by Milen Dobrev, head of the Ruse Chamber of Commerce and Industry.
"We hope that the students will gain a lot of new knowledge, create lasting friendships, and be inspired for entrepreneurial initiatives during this week," said Associate Professor Yordanova, PhD.
The training program includes cultural initiatives that will introduce students and professors from the partner universities to the cultural and historical heritage of Ruse. The organizers hope that they will visit the city and the university again soon.


CELEBRATING WELCOME OF ERASMUS STUDENTS AT THE UNIVERSITY OF RUSE
Today, 26th March, 2025, in hall 2.101 of the University of Ruse, an official meeting of the Erasmus students at the University of Ruse was held with the rector's leadership in the person of Associate Professor Desislava Atanasova, PhD - Rector of the University of Ruse, Academician Hristo Beloev, DScEng. - Honorary Rector and Chairman of the General Assembly of the University, Professor Teodor Iliev, PhD - Vice-Rector for Academic Affairs, Professor Daniel Bratanov, PhD - Vice-Rector for Research, Associate Professor Galina Ivanova, PhD - Vice-Rector for International Cooperation. Erasmus program coordinators and lecturers were also in the hall.
Rector, Associate Professor Desislava Atanasova, PhD, greeted all the students and assured them that they were welcome at the University of Ruse and that they could count on responsiveness and support from the academic leadership. Vice-Rector for International Affairs, Associate Professor Galina Ivanova, PhD also congratulated the students. They were also welcomed by their Bulgarian colleagues, welcoming them with traditional bread and colored salt, geraniums and a Bulgarian dance performed by the "Harmony" dance group at the University of Ruse.

The University of Ruse "Angel Kanchev" maintains active international activity with over 700 agreements concluded under the "Erasmus+" program in various fields and with higher education institutions all over the world. The university's efforts are highly appreciated by the National Erasmus Agency and for this activity it consistently ranks first in terms of funding and has been awarded three times by the National Erasmus Agency – Sofia in recognition of the quality implementation of the undertaken activities. For this and the next academic year, the University of Ruse has approved funding under the Erasmus+ program for EU countries and for partner universities in 24 countries outside the EU: Albania, Bosnia and Herzegovina, Montenegro, Armenia, Azerbaijan, Georgia, Moldova, Algeria, Egypt, Jordan, Morocco, Tunisia, Cambodia, China, Laos, Malaysia, Thailand, Vietnam, Kyrgyzstan, Turkmenistan, Uzbekistan, Iraq, Brazil and Canada.

MEETING BETWEEN REPRESENTATIVES OF THE LEADERSHIP OF THE TARACLIA DISTRICT, REPUBLIC OF MOLDOVA AND THE ACADEMIC LEADERSHIP OF THE UNIVERSITY OF RUSE
Today, March 21st , 2025, a working meeting took place between the Chairman of the Taraclia Region in the Republic of Moldova, Lazar Dermenzhi, accompanied by the Head of the External Relations Service of the Taraclia Regional Council, Ludmila Bishir, and representatives of the academic leadership of the University of Ruse. The meeting was attended by the hosts, the Vice-Rector for Academic Affairs, Professor Teodor Iliev, PhD, and the Vice-Rector for Education Quality, Accreditation and Development of Branches and Divisions, Professor Gencho Popov, PhD.
The topic of the meeting was the expansion of the activities of the University of Taraclia and its process of transformation into a branch of the University of Ruse "Angel Kanchev" through modernization and addition of new specialties. The current challenges that this process poses were discussed and options for solving them were identified.
The management of the University of Ruse confirmed its readiness to fully support the newly joined branch in its activities. It was emphasized that the choice of training programs in it is fully consistent with the desire to meet the regional needs for specialists and that this will continue in the future.
The participants in the meeting expressed their conviction that the accession of Taraclia State University to the structure of the Ruse Alma Mater will contribute to the development of the Bulgarian communities there.



THE UNIVERSITY OF RUSE CELEBRATES THE INTERNATIONAL DAY OF FRANCOPHONIE
For the ninth consecutive year, the University of Ruse celebrates the International Day of Francophonie - March 20th, as one of more than 1,000 universities around the world that are members of the University Agency of La Francophonie. The active membership of the University of Ruse in this prestigious global organization dates back to 2017. Since then, every year the university celebrates the International Day of Francophonie with initiatives and festive events.
The already traditional essay competition in French was held again this year. The announced theme was: "Les défis de l'intelligence artificielle dans la vie quotidienne aujourd'hui et demain". Competitions for a presentation in French, a poem and a translation of a poem from French into Bulgarian were also held. Over 30 students and pupils from Ruse and other cities in the country from schools and universities where French language studies are offered participated.
The participants in the celebration were greeted by Academician Beloev, Honorary Rector of the University of Ruse and Chairman of the General Assembly, DscEng, and by Mr. Petar Toparev, National Representative for Bulgaria of the University Agency of La Francophonie - Central and Eastern Europe. In his greeting, he noted the importance of the partnership between the University of Ruse and the University Agency of La Francophonie:
The competitions that are organized every year on the occasion of the Francophonie and French language holiday among students in Ruse, at the Silistra branch, as well as among high school students from the region, are proof of the attention that the University of Ruse pays to linguistic and cultural diversity. They also show the solid connection that connects it with secondary education and the openness of the university to the formation of thinking and creative individuals. For the Francophonie, it is of utmost importance to support linguistic diversity, the quality of higher education and its focus on the successful professional realization of young people.

The program of the celebration included the exciting performances of the student Dominique Joffre. French students from ECE-Paris, who chose to study at the University of Ruse this semester, also participated with their performance. They greeted the attendees with the national anthem of the Republic of France "La Marseillaise".
At the end of the event, Associate Professor Galina Ivanova, PhD said: "By celebrating the International Day of Francophonie, the University of Ruse declared its belonging to the large family of Francophone universities and in a unique way proved that the academic environment is not only a center of education and science, but also a space of spirit, culture and centuries-old values, bringing European societies closer together."

UNIVERSITY OF RUSE – PARTICIPANT IN AN INTERNATIONAL ONLINE SEMINAR ON THE POSSIBILITIES OF THE STATISTICAL SOFTWARE FOR BUSINESS ANALYSIS YOURMIDAS
On March 19th , 2025, an international online seminar on the topic "Data analytics and visualization using YourMIDAS" was held. The organizer of the event was Social Science & Business Research Network, University of Surabaya (UBAYA), Indonesia in cooperation with the University of Ruse "Angel Kanchev" and the UNWE - Sofia. The seminar was attended by over 30 people - lecturers, PhD students and students from the University of Ruse and the UNWE, including visiting students under the Erasmus program.
The main goal of the event was to demonstrate the capabilities of the statistical software for business analysis YourMIDAS, which can be used to summarize data and visualize results from a number of studies in economics and management. Participants had the opportunity to test some of the software's capabilities, receive feedback and exchange views with the lecturers from Indonesia.
The international seminar started with greetings from Associate Professor Dedi Sulistiawan, PhD - Director of the Doctoral Training Centre at the University of Surabaya, Indonesia, and from the Vice-Rector for International Cooperation of the University of Ruse, Associate Professor Galina Ivanova, PhD as well as Professor Georgi Zabunov, PhD, Head of the Department of Real Estate, UNWE. The seminar's keynote speaker was Associate Professor Felicia Arni, PhD from Indonesia, and moderators from the Bulgarian side were Associate Professor Lyudmila Mihaylova, PhD and Associate Professor Emil Papazov, PhD.
The event represents an important step towards deepening international cooperation between Indonesian and Bulgarian universities in the field of economics and management.



RECTOR OF THE NAVAL ACADEMY IN CONSTANCE, ROMANIA IS THE NEW DOCTOR HONORIS CAUSA OF THE UNIVERSITY OF RUSE
Today, 18th March, 2025, in hall 2.101 of the University of Ruse, the solemn ceremony of awarding the honorary title Doctor Honoris Causa of the University of Ruse "Angel Kanchev" to Rear Admiral Alecu Toma, Rector of the Naval Academy "Mircea cel Bătrân" - Constance, Romania was held.
The decision to award the honorary title was taken at a meeting of the Academic Council of the University of Ruse on 28th January, 2025.
The motives for the award are to give deserved recognition and appreciation to the overall contribution of Rear Admiral Alecu Toma to raising the image and recognition of the university in the international educational space and to developing the relationships between the University of Ruse "Angel Kanchev" and the Naval Academy "Mircea cel Batran", Constance, Romania.
The solemn ceremony was opened by Rector of the University of Ruse, Associate Professor Desislava Atanasova, PhD. She then gave the floor to Associate Professor Tanya Grozeva, PhD – Secretary General of the University to declare the legality of the procedure.
On behalf of the management and academic community of the higher education institution, the ceremony was also attended by: the Chairman of the General Assembly and Honorary Rector of the University of Ruse, Academician Hristo Beloev, DscEng, the Vice-Rector for Academic Affairs, Professor Teodor Iliev, PhD , the Vice-Rector for International Cooperation, Associate Professor Galina Ivanova, PhD and the Vice-Rector for Research Professor, Daniel Bratanov, PhD, deans of faculties, members of the Academic Council and students.
Colleagues of Rear Admiral Alecu Toma from the Mircea cel Batran Naval Academy, Constance, Romania, were among the guests.
The ceremony continued with the presentation of the honorary doctorate by Associate Professor Galina Ivanova, PhD – Vice-Rector for International Cooperation, whose report nominated Rear Admiral Alecu Toma for the title.
After the ceremonial awarding, the honorary doctor was given the floor for an academic speech. He expressed gratitude to the academic community of the University of Ruse for the recognition and high appreciation for his work and that of his colleagues in it. He expressed his confidence that the excellent cooperation between the University of Ruse and the Naval Academy "Mircea cel Batran", Constance, Romania will continue in the future.
Rear Admiral Aleku Toma presented Associate Professor Desislava Atanasova, PhD with the Honorary Badge of the Academy as an expression of respect and recognition for the good cooperation between the University of Ruse and the Naval Academy "Mircea cel Bătrân" - Constance.
The Honorary Doctor extended his best wishes to the academic community and signed the guest book of the University of Ruse.
Associate Professor Atanasova, PhD said: "Today's solemn act is an expression of our gratitude for a fruitful cooperation with Rear Admiral Alectu Toma and with the colleagues from the Naval Academy - Constance. On behalf of the entire academic community, I wish them health, creative courage and new top achievements in their professional field!" in her closing remarks.
The anthem of the University of Ruse marked the solemn final of the ceremony.










A DELEGATION FROM THE UNIVERSITY OF RUSE PARTICIPATES IN THE OPENING MEETING OF THE EUROPEAN UNIVERSITY ACROSS IN CHEMNITZ
In the period 4-6th March, 2025, a delegation from the University of Ruse, led by the Rector Associate Professor Desislava Atanasova, PhD, participated in the official opening meeting of the governing body of the European University ACROSS, dedicated to cross-border knowledge sharing, cooperation and innovation. The event, which took place at the Technical University of Chemnitz, Germany, brought together nearly 230 participants from the 10 partner universities in the Alliance.
The ACROSS consortium involves nine universities from cross-border regions in Europe: the University of Ruse, Chemnitz University of Technology (Germany) - coordinator, Bialystok University of Technology (Poland), University of Banja Luka (Bosnia and Herzegovina), University of Girona (Spain), University of Craiova (Romania), University of Nova Gorica (Slovenia), University of Perpignan (France) and University of Udine (Italy). Ivan Franko National University in Lviv, Ukraine is an associated partner.
Rectors and presidents of the ACROSS universities discussed the strategy of the alliance in the Board of Rectors during the event.
Rector of the University of Ruse, Associate Professor Desislava Atanasova, PhD, emphasized the opportunities that the project provides:
"The ACROSS project creates unique opportunities for lasting cooperation between European cross-border regions. It equalizes the quality of education among partners, supports joint programs, and improves the global recognition and commercialization of scientific research, laying the foundation for future scientific and educational projects," emphasized Associate Professor Atanasova, PhD.
The opening session presented the ACROSS governance structure and the main development guidelines, emphasizing the importance of university alliances for pooling knowledge and resources in Europe.
The event featured working sessions of all 16 teams, who discussed strategic issues and specified their future activities. The main priorities include digital collaboration through the ACROSS eCampus, developing joint programs within the ACROSS Graduate School, and adapting existing educational offerings to the alliance's criteria.
The University of Ruse will lead three of the sixteen key work tasks in the project - alliance management, inter-university cooperation, and a structure for additional funding. Together with the University of Girona, Spain, it will also coordinate the creation of a joint doctoral school. All these actions will ensure that innovation, internationalization and digitalization of education become a reality in the partner universities.
In addition to the workshops, the participants engaged in a number of cultural activities, including visits to exhibitions, museums and libraries, as well as a joint city run in Chemnitz, which encouraged informal exchange between university representatives.
The participation of the University of Ruse in an European University with more than 100,000 students and over 10,000 teaching and administrative staff opens up new development prospects for the Ruse Alma Mater. This strengthens the position of the university not only as a research university in Bulgaria, but also as an influential center for education, science and innovation in the European Educational and Research Area.


APPLYING FOR ERASMUS+ MOBILITY
The recruitment procedure for candidates for mobility for the purpose of training or internship under the Erasmus+ program in the academic year 2025-2026 is opened. The language proficiency test will be held on 14th March, 2025 in room 2.101 at 9.00 a.m. Applications are submitted in advance to the Erasmus office (1.313) by 13th March, 2025.

Dear students, PhD students and lecturers,
On 14th March, 2025 (Friday) at 9.00 a.m. in hall 2.101, a language proficiency test (English, German, French, Turkish) will be held for those wishing to study at a university in an EU member state or to conduct an internship under the Erasmus+ program in the academic year 2025-2026, as well as in the summer of the current academic year 2024-2025 (internship only, undergraduate or postgraduate).
The start and end of the study mobility depends on the dates of the academic calendar of the host institution. The start and end of the internships are negotiable.
Students of all levels of education can apply for long-term mobility. For short-term mobility (from 5 to 30 days) only doctoral students can apply, while bachelors and masters can participate in the BIP (Blended Intensive programme) for 5 days.
An updated list of universities and companies with which the University of Ruse has a contract for long-term exchange of students and doctoral students can be found in the attached files in the announcement on the website.
Applications for participation in the selection (for long-term and short-term mobility), the selection criteria and the amount of financial assistance are also published in the announcement on the website.
Applications are accepted at the Erasmus office (International Department) room 1.313 until 13th March, 2025. They can also be sent scanned to mbogdanova@uni-ruse.bg.
Students are eligible to participate in the program in any cycle of education, as the total mobility period per cycle must not exceed 12 months, including zero-grant periods and postgraduate internships. For the Law specialty, the maximum period is 24 months.

THE FRENCH ATTACHEE FOR SCIENTIFIC AND UNIVERSITY COOPERATION MR. ARNAUD BOBEREAU OT VISITED THE UNIVERSITY OF RUSE
Today, March 6th, 2025, the French Attaché for Scientific and University Cooperation, Mr. Arnaud Bobereau, and Mr. Branimir Ganev, Head of Campus France Bulgaria, were on an official visit to the University of Ruse. They met with Professor Gencho Popov, PhD - Vice-Rector for Education Quality, Accreditation and Development of Branches and Divisions, Professor Daniel Bratanov, PhD - Vice-Rector for Research, Associate Professor Tanya Grozeva, PhD – Secretary in Chief and Senior Assistant Ana Popova - Lecturer in the Department of Management and Social Work. The meeting was also attended by representatives of the Student Council, along with its Chairman - Angel Ivanov.
The main purpose of the visit was to present the opportunities for study and research stays in France, as well as the scholarship programs funded by the French government.
During the meeting with professors and students, Mr. Bobereau presented the initiatives of the French Institute in Bulgaria to support scientific cooperation. He introduced the audience to the French and English language training programs, the opportunities for funding doctoral students with dual scientific supervision and other forms of academic exchange.
During the discussion, potential joint projects and opportunities for cooperation between the two institutions were discussed.
Professor Gencho Popov, PhD presented the university and its activities, informing the guests about the participation of the higher education institution in international projects, about the good experience gained in them, about the many international agreements concluded under the Erasmus program, as well as about the increase in the number of students from France coming annually under the program.
"The University of Ruse is always opened to international cooperation, which provides our students and teachers with new horizons for academic and professional development." - emphasized Professor Popov, PhD.
Senior Assistant Professor Ana Popova informed the guests about the higher school's membership in the University Agency of La Francophonie at the International Organization of La Francophonie (OIF) and the annual participation of students from the university in the traditional essay competitions in French, announced by the Representation of the University Agency of La Francophonie in Sofia, dedicated to the International Day of La Francophonie.
Professor Daniel Bratanov, PhD expressed hope that the new opportunities for cooperation, exchange and joint scientific projects presented in the discussion will help to deepen ties and increase contacts between the university and French scientific and educational institutions.
At the end of the meeting, the guests and hosts expressed confidence that the partnership will be fruitful and provide new perspectives for students and faculty.



THE ACADEMIC COUNCIL OF THE UNIVERSITY OF RUSE ELECTED TWO NEW DEPUTY RECTORS AND THREE HEADS OF CENTRES
Today, February 25th, 2025, at a meeting of the Academic Council, new vice-rectors and heads of centres of the University of Ruse were elected. The proposal was made by the rector of the university of Ruse Associate Professor Desislava Atanasova, PhD for the purpose of optimization and organization of activities.
The University of Ruse will have two new vice-rectors:
Professor Gencho Popov, PhD was elected vice-rector for quality of education, accreditation and development of branches and divisions.
Professor Daniel Bratanov, PhD, assumes the position of Vice-Rector for Research.
The remaining vice-chancellors retain their positions, which ensures continuity in the management of the university.
In addition, the Academic Council confirmed new heads of key centres at the university.
The former Centre for Transfer of Technology and Entrepreneurship (CTTP) is divided into two separate centres: Centre for Transfer of Technology and Intellectual Property, headed by Associate Professor Todor Delikostov, PhD, who will also hold the position of Coordinator of the "University Rating Systems"; Centre for Entrepreneurship - headed by Associate Professor Daniel Pavlov, PhD.
Associate Professor Boris Kostov, PhD was elected head of "Admission of new students".
The newly elected vice-rectors and heads of centres will perform their functions within the 2023-2027 term. These appointments are part of the strategy of the University of Ruse to increase the quality of education, the development of research activities and the improvement of interaction with business and the public.
ASSOCIATE PROFESSOR DESISLAVA ATANASOVA, PHD IS THE NEW RECTOR OF THE UNIVERSITY OF RUSE
The university of Ruse has a new rector. This is Associate Professor Desislava Atanasova, PhD who until now held the position of vice-rector for scientific research. She was elected at the General Assembly of the University of Ruse, which took place today on February 4th, 2025. The procedure for the partial election of a rector was held there. Preparations for this election began in September 2024, when the Minister of Education and Science, Professor Galin Tsokov, PhD appointed by order as acting rector of the University of Ruse Profеssor Gencho Popov, PhD for a period not exceeding six months.
At the end of 2024 The Academic Council approved a schedule for the holding of partial elections, according to which the Central Election Preparation Commission accepted applications until 31st January, 2025.
The only candidate for the post of rector was Associate Professor Desislava Atanasova, PhD, nominated by the Department of Informatics and Information Technologies. She received additional support from two faculties and one department.
In her address to the General Assembly Associate Professor Atanasova, PhD declared that she will make every effort to make the University of Ruse modern, innovative and prosperous. She is committed to leading the prestigious institution with the same degree of commitment and dedication as all before her. Associate Professor Atanasova, PhD emphasizes that the University of Ruse is a valuable and desirable institutional partner.
"Our main mission remains unchanged - to provide knowledge, to inspire and enrich students and doctoral students, preparing them for the challenges of quality, innovation and a sustainable academic environment," said Associate Professor Atanasova, PhD.
After the presentation of the management platform, the secret voting began, which lasted about an hour.
The candidacy of Associate Professor Desislava Atanasova, PhD for rector of the University of Ruse was supported by 168 votes. With an absolute majority, the General Assembly elected Associate Professor Desislava Atanasova, PhD as Rector of the University of Ruse.
Acad. Hristo Beloev - Honorary Rector and Chairman of the General Assembly, DscEng of the University of Ruse announced the results and congratulated Associate Professor Atanasova, PhD, wishing her health and success.
"Thank you for the trust! I hope that this means that in the future we will work together with dedication and vision, so that the University of Ruse maintains its leading position in the country and continues to assert itself with dignity on the international stage," said Associate Professor Atanasova, PhD after the announcement of the results. She was also warmly congratulated by Prof. Gencho Popov. PhD- the current rector of the university.
The official inauguration of Assoc. Prof. Desislava Atanasova, PhD will be held after the conclusion of the management contract between the Minister of Education and Science and the elected rector for the term of his mandate.
Assoc. Prof. Desislava Atanasova, PhD was born in 1966 in Ruse. She is a graduate of Mathematics high school "Baba Tonka".
In 1989 she graduated from the "Information Technologies" specialty at the university of Ruse "Angel Kanchev" and received a diploma in electronics and automation engineering. In 1998 she defended her doctoral degree at the Institute of Metallurgy "Acad. Angel Balevski" at the Bulgarian Academy of Sciences.
In 1990 she started working at the University of Ruse as an assistant, and later went through the positions of senior assistant and chief assistant. From 2010 to 2015 is an associate professor and deputy dean for academic work at the Faculty of Natural Sciences and Education. In 2016 she was elected dean of the same faculty, holding the post until 2019.
In 2020 she was elected vice-rector for internationalization and communication policy, and in 2024 assumes the post of vice-rector for scientific research at the University of Ruse.
Assoc. Prof. Desislava Atanasova, PhD gives lectures on Non-Procedural Programming, Human-Machine Interface, Artificial Intelligence and Information Technologies. She is a member of the University's Expert Council for Professional Direction 4.6. Informatics and Computer Science. She is a participant in research and educational activities, Assoc. Prof. Atanasova, PhD has over 140 scientific publications, reports and monographs, and is also the author of textbooks and teaching aids in the field of information technology and programming.
THE UNIVERSITY OF RUSE LEADS THREE KEY AREAS IN THE EUROPEAN UNIVERSITY ACROSS
Today, January 31st , 2025, an informational meeting of the team involved in the work program under the ACROSS-European University for Cross-border Knowledge Sharing project was held in a meeting room of the Rectorate of the University of Ruse.
The meeting was led by Academician Hristo Beloev - Honorary Rector and Chairman of the General Assembly of the University of Ruse, DscEng, who is also the head of the project.
The project started its implementation on January 1st, 2025, after the success achieved in the announcement of the results of the last call of the European Commission under the European Universities initiative.
Acad. Hristo Beloev, DscEng emphasized that the participation in the ACROSS alliance is another great success for the University of Ruse, which will allow it to establish its leading position in the construction of innovative educational and scientific models on a national and international scale.
"Our participation in ACROSS gives us the opportunity to strengthen our integration in the European educational and scientific space, to provide new perspectives for our students and teachers and to develop an even stronger integrity within the regional ecosystem," said Acad. Beloev, DscEng.
The vice-rector for scientific research Associate Professor Desislava Atanasova, PhD, who is part of the project team, emphasizes the opportunities for scientific development and exchange within the framework of ACROSS, as well as the huge challenge facing the team from the University of Ruse to actively participate in the construction of an innovative university structure with a unique appearance and perspective vision for development.
During the working meeting, as part of the project team, Associate Professor Tsvetelina Harakchiyska, PhD, deputy dean of the Faculty of Natural Sciences and Education, presented to the Ruse University team the structure of ACROSS, the upcoming activities on the set indicators and the deadlines for their implementation. The tasks and specific steps for the implementation of the project were discussed, as well as the responsibilities of the University of Rousse in the management of three key directions in the activity of ACROSS.
The ACROSS consortium consists of 9 universities located in European cross-border regions: the university of Ruse "Angel Kanchev", Technical University in Bialystok, Poland; Chemnitz University of Technology, Germany - consortium coordinator; University of Banja Luka, Bosnia and Herzegovina, University of Girona, Spain; University of Craiova, Romania; University of Nova Gorica, Slovenia, University of Perpignan, France; University of Udine, Italy. Associate partner in the consortium is Ivan Franko National University in Lviv, Ukraine.
The huge amount of work to be done in the next 4 years is distributed proportionally between the partners, and its main driver will be 16 international work groups (Task Teams), structured for the implementation of the planned 16 work tasks under the project. Each of the universities in the consortium participates with at least 2 representatives in the individual working groups. The University of Ruse is the leader of 3 of the project tasks - 1.1 Across Border Alliance Governance, 4.2 Across Border Inter-alliance Cooperation, 4.4 Across Project Support Unit (Joint structure for attracting additional funding) - and joint supervisor (together with the University of Girona, Spain) of task 3.3 Across Graduate School.
The work of the Across consortium will be guided by a Council of Rectors and an Executive Board, which will make decisions for the successful functioning of a true European University with more than 100,000 students and more than 10,000 teaching and administrative staff, with common curricula in specific professional fields , common modules in the curricula, aimed at the acquisition of skills in accordance with the needs of the rapidly changing labor market, knowledge, economy and multicultural society in cross-border regions, intensive mobility of students, PhD students and teachers, a common digital campus and others.
At the beginning of March 2025, the project coordinator – Chemnitz University of Technology, Germany will host the official opening meeting of the European University Across, where a spectacular event is expected with the presence of the chancellors of the consortium universities and the members of all international working groups.





STARTING THE EUROPEAN ACROSS UNIVERSITY ACTIVITIES IN PERPINGNAN, FRANCE WITH THE PARTICIPATION OF THE UNIVERSITY OF RUSE
In the period 22-24th January, 2025 at the University of Perpignan, France, the first meeting of partners took place within the framework of the European university ACROSS-European University for Cross-border Knowledge Sharing, of which the University of Ruse is a full member based on the success achieved after the announcement of the results of the last call of the European Commission for the European Universities initiative.
Participants in the meeting, on behalf of the university of Ruse were : Associate Professor Galina Ivanova, PhD - Deputy Rector for International Cooperation, Associate Professor Tsvetelina Harakchiyska , PhD - Deputy Dean of the Faculty of Natural Sciences and Education, Professor Ivan Beloev, PhD - head of the Continuing Education Centre, Professor Juliana Popova, PhD, Associate Professor Orlin Petrov , PhD - Head of the Academic Staff Development Department , Doctor Victoria Ivanova - Director of the University Library and Professor Valentina Voynohovska, PhD - responsible for the tasks from the work program for the implementation of the project.

THE UNIVERSITY OF RUSE RECEIVED MAXIMUM ASSESSMENT FOR ITS WORK FROM THE MINISTRY OF EDUCATION AND SCIENCE
The University of Ruse has been awarded the maximum grade 4 by the Ministry of Education and Science (MES) for the implementation of the Policies for the Development of Higher Education for another year. 100% implementation and over-implementation of the values for all indicators laid down in the strategic document of the Ministry of Education and Culture have been achieved.
The maximum assessment of the Ministry of Education and Culture for the presented Report on the implementation of the contract for the management of the higher school, referring to the Development Policy of the University of Ruse in the period 2024, for another year reflects the successful management of the higher school. Each higher education institution has specific tasks to fulfill according to its profile.
"We are proud to have once again proven the high quality of our work. By all indicators, we exceeded the set goals, which is a serious success and testimony to the efforts of the university's academic and administrative staff," said the Rector of the university of Ruse Prof. Gencho Popov, PhD.
