​1. A MISSION OF THE UNIVERSITY OF RUSE

THE UNIVERSITY OF RUSE "ANGEL KUNCHEV" HAS AS ITS VOCATION THE DISSEMINATION OF KNOWLEDGE, THE PERFORMANCE OF FUNDAMENTAL AND APPLIED SCIENTIFIC RESEARCH AND THE IMPLEMENTATION OF INNOVATIONS IN PRACTICE, WHICH ENABLES THE BUILDING OF HIGH-QUALITY-CERTAIN SPECS ALISTS IN VARIOUS SCIENTIFIC AREAS AT THE EUROPEAN LEVEL AND FOR THE SUSTAINABLE DEVELOPMENT OF THE REGION AND THE COUNTRY. THIS MISSION REFLECTS THE NEARLY 80-YEAR ACADEMIC TRADITION OF THE UNIVERSITY AND THE MODERN TRENDS IN THE DEVELOPMENT OF HIGHER EDUCATION IN THE CONDITIONS OF THE CHALLENGES OF THE MODERN WORLD, WITH AN ORIENTATION TO THE TRANSFER OF KNOWLEDGE, EXPERIENCE, TECHNOLOGIES INNOVATIONS AND INTERDISCIPLINARY SOLUTIONS OF HIGH SCIENTIFIC AND APPLIED VALUE.

The mission of the University of Ruse is based on the accumulated experience and the socially responsible position of the university to be a guarantor for the sustainable development of the region and the city and a factor in the planning and implementation of policies which are based on the knowledge. It reflects the worthy and well-deserved place of the university as a research institution in the palette of a higher education institutions in Bulgaria, Europe and the world, emphasizing the ambition and aspiration of the academic leadership of the University of Ruse "Angel Kunchev" to be an innovative university with a European appearance and modern infrastructure.

Prerequisites for the accomplishments of the mission

  • A proven high quality of teaching and research ;
  •  Significant achievements in the development of theoretical knowledge and its application;
  •  A continuous improvement and development based on the transfer of knowledge and experience and internationalization of education and research;

2. A VISION FOR THE DEVELOPMENT OF THE UNIVERSITY OF RUSE

A DEVELOPMENT AND CONFIRMATION OF THE UNIVERSITY OF RUSE AS AN INNOVATIVE RESEARCH UNIVERSITY WITH AN EUROPEAN LOOK AND MODERN INFRASTRUCTURE, IN WHICH STUDENTS, DOCTORS, TEACHERS AND EMPLOYEES BUILD AND DEVELOP AS INDEPENDENT PERSONALITIES AND EXCELLENT SPECIALISTS, A UNIVERSITY WHICH IS A GUARANTEE FOR THE DEVELOPMENT OF THE REGION, THE COUNTRY AND THE WORLD, A UNIVERSITY WITH THE FUTURE OF A RECOGNIZED LEADER IN THE NATIONAL AND INTERNATIONAL EDUCATIONAL AND RESEARCH SPACE BY DEVELOPING AN ENVIRONMENT THAT STIMULATES INNOVATION OF INTERDISCIPLINARY SCIENTIFIC RESEARCH WITH THE POTENTIAL FOR TECHNOLOGICAL TRANSFER, INTERNATIONALIZATION AND COMMERCIALIZATION OF SCIENTIFIC PRODUCTS IN SUPPORT OF RESOURCE SAVING, BALANCED AND RESPONSIBLE SOCIO-ECONOMIC DEVELOPMENT OF GLOBALLY CONNECTED COMMUNITIES.

The vision of the university was derived after a thorough analysis of the program framework at the national and European level for the period 2020-2027, assessing the program's compliance with the identified priorities for development, both of the European educational and research area, and of the unique parameters in the profile of the educational and scientific activity of the University of Ruse and its essential role for the development of the regions along the Bulgarian Danube River and the entire Danube area, is synchronized with the Development Policy of the University of Ruse (2023-2027) and with the Internationalization Strategy of educational and research activity during the period 2021-2027 through:

  • Achievable priorities and measurable goals;
  • A detailed and realistic planning and management of the policies of the university;
  • An expertise, teamwork and professionalism;
  • A dialogue and tolerance for differences in approaches and solutions.

It is formulated with a view to achieving:

  • A sustainable development in the dynamic global environment;
  • A research activity of national and international significance;
  • An initiative and professional realization;
  • A quality of education which meets the international standards with integrated modules for physical, virtual or mixed mobility;
  • An actuality of training methods and programs (with digitized interactive content) with participation in the university networks;
  • A sharing of resources and leadership in specific scientific areas;
  • A continuous growth of project and high quality publication activity;
  • An optimal institutional conditions;
  • A social security and stability;
  • A technological, information and material infrastructure as a condition for achievements and development.

A prerequisite for the realization of this vision is the active inter-institutional cooperation and support enjoyed by the university and the socially responsible position of the academic leadership, identifying the following main contributions of the University of Ruse to the development of the region:

  • A poly-functionality of the university and a provision of a modern knowledge and practical skills;
  • A natural integrator of scientific, research and educational processes with the participation of business, state and local administrations;
  • A strong orientation towards the applied scientific research for the benefit of the development of Bulgaria, Ruse and the region and its establishment as a leader in the Danube area;
  • A joint international branding for a permanent positioning and visibility of Ruse and the region;
  • A work with the Bulgarian historical diasporas – Republic of Moldova, Ukraine, Republic of Serbia, Republic of North Macedonia, in the context of a national policy;

This vision is pragmatized through the formulation of 4 priorities:

The dimensions of this vision are related to:

  • An institutional support for the implementation of scientific research in directions in sync with the world trends with a high added value in terms of achieving the goals of a sustainable development and the transition to a green and blue economy;
  • A development of a high-tech integrated solutions for an intelligent management of territories, systems, processes and a data, based on a fundamental and a scientific-applied research in accordance with the multidisciplinary profile of the university;
  • A stimulation of the free exchange of a knowledge, an experience and scientific achievements of research teams under the conditions of an equality, regardless of a gender, a race, a religion, an ethnic origin and a social status, through the transfer of a know-how and technologies, an internationalization and an ethical, a lawful multiplication of the scientific results of the scientific group.
