For the organization and the Activities of the centre of PhD students

Basics

Art.1. (1) This document regulates the organization and activities of the Centre for Doctoral Students (CD) at the University of Ruse "Angel Kanchev" as a service unit with a general university purpose, according to the internal university regulations related to the functioning of the Centres within the structure of the university.

(2) The subject of activity of CD is: providing conditions for conducting courses and seminars according to the curriculum for the preparation of doctoral students and supporting their research work by providing computer, etc. technique and licensed software products necessary for theoretical and experimental research.

 (3) CD also conducts consulting and other activities and performs services that do not contradict the main subject of its activity.

Art. 2. The CD is opened, transformed and closed by decision of the Academic Council and annually reports its activities to it. 

Structure and management

Art.3. (1) CD is managed by a Head.

(2) The head of the CD is appointed by order of the Rector on the proposal of the Vice-Rector for RA.

(3) The head of the CD:

1. Represents the CD before the governing bodies of the University of Ruse and coordinates its activities with other units of the University;

2. Performs the operational management of the CD and is responsible for the implementation of all tasks set before him;

3. Presents to the Academic Council at the beginning of each year a report on the activities of the Centre;

4. At the beginning of each year, he presents to the vice-rector for the RA a plan for the activity and modernization of the Centre;

5. Manages and controls the effective use of material base and financial resources of the Central Bank;

 (4) The head is a member of the academic staff of the University of Ruse and they perform the position through internal coordination. 

Art.4. The structure of the Centre includes the departments:

1. Technical provision;

2. Technological and logistic provision. 

Art.5. The "Technical Assurance" department maintains and develops the CD's material base and provides service to users in the Centre. The department is responsible for the inventory - computer, reproduction and other equipment, tools, books, etc. according to the inventory in the CD and advises the doctoral students, teachers and employees working in the Center. 

Art.6. The "Technological and Logistical Assurance" department maintains and develops the Virtual Library for doctoral students and supports the information and reference system "PhD student". The department assists in the preparation of study materials for doctoral students and ensures the technological and logistical implementation of courses for doctoral students.  

Organization of the activity

Art.7. Activities performed by the CD include:

1. Provision of the necessary computer and presentation equipment for conducting doctoral courses at the Centre;

2. Consulting and supporting research work of doctoral students by providing the necessary equipment and software products;

3.   Assistance in organizing and holding seminars related to the problems of doctoral studies;

4. Provision of information related to the scientific growth of doctoral students;

5. Maintaining and updating the materials in the Virtual Library for doctoral students;

6. Maintenance and further development of the "PhD" information and reference system;

7.  Establishing and maintaining relations with other Centres and organizations dealing with the problems of doctoral students;

8. Protection of the general interests of users in the Centre.

Art.8. The centre can be used by doctoral students as well as university professors and employees. 

Art.9. The centre can also be used for other needs with the permission of the Head of the CD in agreement with the vice-rector for NID: joint events with other organizations, days of science and technology, seminars, sessions, conferences, symposia, project workshops, etc.   

Funds and property

Art. 10. The furniture, computer and software are managed by the Centre, with the material part being responsible for the material responsibility of a person designated by the Vice-Rector for the Institute of Research and Development. 

Art. 11. CD activity is financed as follows: centrally - by the University of Ruse; from sponsors and donors; from projects financed by national and international programs, etc. institutions that do not set unacceptable conditions for the University of Ruse. 

Transitional and final provisions

§ 1. Amendments to this Regulation shall be made in the order of its adoption and approval.

 § 2. The control over the activities of the CD is carried out by the Vice-Rector for the NID.

 § 3. The regulations for the organization and activities of the CD were adopted by the Academic Council of the University of Ruse on 13th February, 2009 and was updated on 22nd February, 2022.
